A major new retail development that could transform south Bixby is beginning to come into focus, with updated plans identifying a growing list of retailers and restaurants for the 150-acre Spartan Creek development near East 151st Street and South Memorial Drive.

Bixby Development was first to report that Reasor's would serve as the project's grocery anchor. The approximately 60,000-square-foot store is expected to anchor the development and is currently anticipated to open in 2027.

Updated site plans now identify Burlington, Ross Dress for Less, Five Below, Starbucks, Dutch Bros Coffee, Chipotle, and Taco Bell as planned tenants within the development.

Plans also indicate a Culver's restaurant. The Wisconsin-based chain currently has no locations in Oklahoma, though it announced earlier this year that it is seeking franchise opportunities within the state. If constructed, the Bixby location would likely be among the first Culver's restaurants in Oklahoma.

In addition to the tenants shown on current site plans, Bixby Development has learned that Home Depot is a proposed retailer for the development.

While Home Depot has not publicly announced plans for a Bixby location, sources familiar with the project indicate the home improvement retailer has been proposed for the development. Plans remain subject to change and no formal announcement has been made.

The proposed store would occupy a 10.24-acre anchor parcel in the southwest portion of the development. The site is currently planned for a single user.

If ultimately constructed, the store would significantly expand home improvement options in southern Tulsa County and serve as one of the development's major anchors.

A Transformational Project

Spartan Creek, being developed by OakTrust Development LLC, encompasses approximately 150 acres and represents the largest commercial development currently planned south of the Arkansas River in Bixby.

For decades, residents south of the river have largely traveled north into Tulsa, Jenks, or South Tulsa for shopping, dining, and home improvement needs. Spartan Creek is expected to significantly expand those offerings and establish the 151st Street corridor as a major retail destination.

The development comes as south Bixby continues to experience rapid growth. Marketing materials for the project cite more than 5,100 approved residential lots in the surrounding trade area and average household incomes exceeding $139,000 within five miles of the site.

Momentum in the area could accelerate even further in the coming years. Last month, the Oklahoma Turnpike Authority approved a resolution supporting implementation of House Bill 2123, which authorizes the creation of a new turnpike trust. Preliminary concepts include a future Arkansas River crossing in south Tulsa County that could provide an additional connection between Bixby and communities west of the river.

If ultimately completed as envisioned, Spartan Creek has the potential to become a transformational project for south Bixby and could establish the 151st Street corridor as one of the Tulsa metro's newest retail destinations.
